Updated a comment, and changed the random number generator for the gaussian
table back to an integer.

Modified the gaussian table random numbers to make the lookup data
static. This way we avoid allocating a new lookup table for every
generator we initialize (and we avoid allocating memory that we don't
free, which would be the case if it was initialized by the first call).
