Minor clean-up to docker build script.

* Apply PEP-8 formatting.
* Update some docstrings and type hints.
* Improve robustness w.r.t. `_distro`.
* Note that every call to `baseimage` updates the global
  config (hpccm 21.9.0 at the time of this change).
